There are no restrictions for the .FI TLD as of 5th of September 2016. Anyone can register one and they are served on a first-come basis.

Transfer procedure

The transfer requires an EPP / Authorization code that you can obtain from your current domain registrar. There is no minimum time limit that must have passed since registration or last transfer.
