.EE is the country code top-level domain for Estonia. It was launched in 1992. The TLD used to have restrictions until 2010, but since then it has had no restrictions.
There are no restrictions for the .EE TLD. Anyone can register one and they are served on a first-come basis.
However, the TLD requires a private individual to act as the administrative contact for the domain. The administrative contact must personally sign a domain application form. NordName provides the administrative contact and delivers the application form to the registry.
The transfer requires an EPP / Authorization code that you can obtain from your current domain registrar. There is no minimum time limit that must have passed since registration or last transfer.
